For many Florida RV park owners, 2030 may feel like a long way off.

When the issue involves wastewater infrastructure, engineering, permitting and potentially significant capital investment, however, four years is not necessarily much time at all.

Florida has established new requirements for certain properties that rely on onsite sewage treatment and disposal systems—better known as septic systems. Depending on where your RV park is located, those requirements could eventually mean connecting to a central sewer system or upgrading your existing wastewater infrastructure.

For owners planning capital improvements over the next several years, this is an issue worth understanding now.

What Happens in 2030?

Under changes enacted by Florida lawmakers, certain existing commercial and residential properties with septic systems must meet enhanced wastewater requirements by July 1, 2030.

For affected properties, the requirement generally means one of two things:

Connect to central sewer if it is available, or

Upgrade to an enhanced system capable of achieving at least 65% nitrogen reduction.

Because RV parks are commercial properties and many Florida parks operate their own onsite wastewater systems, the issue deserves attention from park owners.

But the rule does not automatically apply to every campground in Florida.

Location Matters

The requirements are focused on areas where nutrient pollution is contributing to impaired water quality.

One of the most important terms for park owners to know is BMAP, short for Basin Management Action Plan.

A BMAP is Florida’s framework for restoring water bodies that do not meet state water-quality standards. These plans can include wastewater improvements, stormwater projects, agricultural practices and other measures intended to reduce pollution.

The enhanced septic requirements apply in specified BMAP and other restoration-plan areas.

That means two RV parks only a few miles apart could potentially face very different requirements depending on their location and wastewater system.

Why Nitrogen Is the Issue

Traditional septic systems treat wastewater onsite, but they are not necessarily designed to remove large amounts of nitrogen.

Excess nitrogen can contribute to water-quality problems in springs, rivers, estuaries and other Florida waterways.

That is why the state is requiring enhanced nitrogen-reducing systems in certain areas.

DEP currently recognizes several types of qualifying treatment technologies, including nitrogen-reducing biofilters, qualifying aerobic treatment units and performance-based treatment systems.

For a large RV property, determining the appropriate solution could be substantially more complicated than replacing a residential septic tank.

System capacity, peak occupancy, site layout, soil conditions, available land, permitting requirements and access to municipal sewer infrastructure could all affect the ultimate solution.

Why Park Owners Should Start Asking Questions Now

The 2030 deadline may create a temptation to wait.

That could be risky.

A significant wastewater project may require:

  • engineering and system design;
  • discussions with the local utility;
  • permitting;
  • construction planning;
  • financing;
  • coordination around guest occupancy;
  • and potentially major site work.

For some properties, central sewer may eventually become available before the deadline. For others, an onsite upgrade may be the only practical solution.

Knowing which situation applies to your property can make a significant difference in long-term capital planning.

Start With One Question: Is My Park in an Impacted Area?

Before assuming your park will need an upgrade, determine whether the property is located within an affected water-quality restoration area.

Florida DEP maintains mapping and BMAP resources that can help owners identify whether their property falls within an adopted plan. DEP also publishes BMAP tables and documents that provide additional details about individual areas.

Owners should then determine:

What kind of wastewater system do we currently operate?

Does our property fall within an affected area?

Is central sewer currently available—or planned?

Would our existing system meet future nitrogen-reduction requirements?

What would an upgrade or sewer connection realistically cost?

Those answers can turn an uncertain future mandate into something that can actually be planned for.

Funding May Be Available—But There Is a Catch

There are state and federal programs that help fund wastewater and septic-to-sewer projects.

Florida’s Water Quality Improvement Grant Program, for example, funds governmental entities for projects that include wastewater improvements and septic-to-sewer conversions in qualifying areas. DEP also administers other programs that can support sewer connections and water-quality projects.

However, these programs are generally not structured as a park owner simply applying directly for a check.

For certain federal nonpoint-source grants, for example, a local government or water management district must apply. Funding can then potentially support items such as sewer laterals, connections, grinder stations and septic abandonment for properties included in a larger project.

That makes conversations with local government and utility officials particularly important.

A park located in a planned septic-to-sewer conversion area may have opportunities that a neighboring property working independently does not.

Some Funding Opportunities Are Open Right Now

This issue is also timely because Florida continues to invest heavily in water-quality infrastructure.

For fiscal year 2026–27, DEP is currently accepting proposals for Indian River Lagoon and Biscayne Bay Water Quality Improvement Grants through September 1, 2026. Those programs include wastewater and septic-to-sewer projects, although applications are made by eligible governmental entities rather than individual park operators.

That reinforces the importance of understanding what your county, city or utility may already be planning.

This Is a Capital-Planning Issue

The biggest takeaway for park owners is not to panic.

It is to plan.

A wastewater requirement that arrives unexpectedly can become an expensive emergency.

The same project identified several years in advance can potentially be incorporated into capital budgets, redevelopment plans, utility negotiations or financing strategies.

It may even influence decisions about adding sites, expanding amenities or redeveloping portions of a property.

For parks considering major expansion before 2030, understanding the property’s future wastewater obligations should be part of the due-diligence process.

What Should You Do Now?

Park owners with onsite septic systems should consider taking three initial steps:

1. Confirm whether your property lies within an impacted BMAP or restoration area.

2. Speak with your local utility or county about planned sewer availability and local wastewater requirements.

3. Have a qualified wastewater professional evaluate whether your current system is likely to satisfy future requirements.

The earlier those conversations happen, the more options an owner is likely to have.

The Bottom Line

Florida’s 2030 wastewater deadline will not affect every RV park.

For those it does affect, however, the financial and operational impact could be significant.

The important date may be July 1, 2030—but the smart time to start planning is now.
